Graduate in Law, University of Navarra (1985), Diploma in European Law, University of Leuven (1987), and PDG IESE (1991). Since April 1988 he has been working at Zabala Innovation as a consultant in innovation policies, and is responsible for the Studies Area, where he has participated in more than 100 regional, national and European projects and studies related to the design, implementation, review and impact assessment of public R&D and innovation policies, having been approved several times by the European Commission as an external expert to assist in the definition and evaluation of R&D and innovation policies.
His most recent consultancy work includes his participation in the elaboration of the Science, Technology and Innovation Plan of Navarra 2021-2025, commissioned by the Directorate General for Innovation of the Government of Navarra, and his contribution to the European H2020 project “Altfinator”, which aims to facilitate access to alternative financing (online crowdfunding platforms) for innovative SMEs in southern and eastern Europe.
